Role of HOA in alterations to freehold properties

I recently built a house in a complex where the properties are registered as freehold, subject to the authority of a Home Owners’ Association (HOA).

However, I’m told that any alterations or additional work I do on the property must be cleared by the Home Owners’ Association.

I understand there are restrictions for aesthetic purposes, but rather than saying we need permission, should they not instead give guidelines for any alterations?

Please can you provide clarity on this situation.
