Rights when selling and letting property

My wife and I would like to enquire about the limited rights of property owners when they want to sell or let certain properties.

We are interested in purchasing a second, smaller property for occupancy at a time when our resources may be limited.

In the meantime, we would like to let it but I have heard that there may be restrictions placed on the rights of the owner.

Can you explain what the issues are in this situation?
