Leasing a property: Who is responsible for water and electricity costs?

I would like to know who is responsible for the payment of water and electricity charges during a lease.

In addition, could you advise how I can force my former landlord to reimburse my deposit without delay? The lease expired eight days ago and I have not received any payment.
