Do I need an approval letter by the HOA to move into my house?

I am in possession of an occupancy certificate from the local council and based on this, I moved into my house.

The HOA sent me a letter advising me that I have to pay R8000 as a penalty for taking occupation without an approval letter from them.

This irrespective of me sending them a copy of occupancy certificate.

I need to know what my rights are and if I can successfully challenge this in court.
