Can estate’s governing body determine a speed limit?

I live in a gated community and would like to know if the governing body has the authority to lay down the speed limit for roads within the estate.

In a recent judgment, which addresses a governing body’s authority to prescribe a speed limit within an estate, I want to know on what basis was the body permitted to set the limit.

In addition, I would like to query if my estate has the same authority.
